According to his wikipedia article the name Raguel means “Friend of God,” and it is an apt title for one referred to as the archangel of justice, fairness, and harmony. Like a heavenly policeman, Raguel watches over the other angels to make sure they are working together and with mortals in a harmonious and orderly fashion according to Divine order (Rev 3:7 - 13) and will. He brings all the other angels and archangels to account for misdeeds and issues punishment for those who transgress (Daniel 7:10). Raguel may be considered a manifestation of the divine will and is constantly in council with the higher-ups in heaven and even God himself at times.

In my interpretation, Raguel’s high status as an archangel is given because of the importance of his duties, but as the U.S. legislative system is deemed separate from the other governing branches, so Raguel is set apart from the other archangels. It is his duty to carry out the will and divine orders of God. However, like a policeman he is not given to creating those laws; in most cases he must only carry out what has been already ordained.

Thus, Raguel is in a position of dealing a punishment not of his own devising, and sometimes (as the ultimate Plan of the universe is known only to God himself, and no other) he does not understand, and even disagrees with, the punishments he must meet out to his fellow angels.

Raguel believes unfailingly in ineffability and the great Plan, and that all actions which may seem senseless or unnecessarily cruel to lesser beings have a part in the great balance of the universe, and that God orchestrates all. (This is not to say that he doesn’t believe in free will- he does not think that God controls everyone’s actions, but that He keeps a balance which rotates upon the actions of the beings He has created.) Thus, though it may make him heartsick at times he never wavers in or questions his duty. Nevertheless, he has grown weary of his duties and the constant battle between Heaven and Hell and he is eager for the advent of the Apocalypse and the fact that afterward (in his belief) everything will come to a balance, as God has planned, and then everyone will understand why things are the way they are and all will have peace.

Raguel has visited Earth before to witness great events and sometimes to meet out great punishments, but he has never before taken corporeal form. Now, however, Heaven is becoming concerned about events at the manor and Raguel has been sent to investigate. His orders are to discover the situation with each of the angels there, Uriel’s baby being of especial concern, and to report back to Heaven for further orders. In the meantime he will seek to council the angels and divert them from paths he deems wrong or dangerous.

The angel who would come to be known as the demon Berith once worked under Raguel, and a close mentor-pupil relationship existed between the two. When God brought the angels to see Adam and Eve and told them to worship man, angel-Berith refused, feeling that love for God should go above all else, and that humanity was created after the angels, and so they were the ones deserving of worship from humanity. He felt that Raguel was certain to side with him, thinking his opinion just. But Raguel does not decide what is just and right but follows God unquestioningly and knelt before man and worshiped him, and so Berith Fell and Raguel did not.

Raguel was torn apart by Berith Falling, and this is one of the deepest regrets he holds. To this day he does not understand why Berith refused to worship Adam, since it was God Himself who told the angels to do so.

Raguel is curious, too, about humans. Taking a corporeal body gives him an opportunity he has never had before to really study them, and he intends to make good use of it. He is curious as to what is so special about humans which makes them the only beings who can ask for forgiveness.
